Kate Raworth drew the picture the twenty-first century economy was missing: a doughnut. The inner ring is the social foundation nobody should fall below – food, housing, health, political voice, gender equity. The outer ring is the ecological ceiling nobody should push beyond – the planetary boundaries, of which six of nine are already transgressed according to the 2023 update.

Between the two rings lies the safe and just space for humanity: an economy that is regenerative and distributive by design, rather than addicted to growth measured by a metric (GDP) that counts arms sales as progress and care work as nothing. Cities are putting the model to work – Amsterdam is widely cited as one of the first major cities to adopt it as a policy framework.
